Once ranked as the fifth-largest oil producer globally in 2005, Mexico's primary oil company, Pemex, has been struggling. Issues such as heavy taxation and insufficient funds for necessary upgrades to infrastructure and the development of new oilfields have hindered its ability to meet demand. Despite sharing several geographical advantages with the United States, such as a large landmass, coastline with shipping access, and resources like coal, oil, and gas, Mexico has been unable to capitalise on these assets in the same way as its northern neighbour.
